$110,000 was stolen from Vigo County school in Terre Haute, IN, by former employees.

Franklin Fennell, 49, was the Vigo County School Corp.’s director of transportation and facilities support at the time of the crimes. His indicted co-conspirator, Frank Shahadey, 62, is a former deputy sheriff and the department’s liaison to the school district.

In the cases against Shahadey and Fennell, the government alleged a kickback scheme in which inflated or fraudulent invoices were paid. The over-payments were divided and pocketed between associates.

Frank Shahadey, pleaded guilty to one count of wire fraud and one count of theft of government money, was sentenced to 16 months in prison. Fennell was convicted of 12 charges – 9 counts of wire fraud, one count of theft and 2 counts of lying to federal investigators. Prosecutors say it appears Fennell is eligible for 24 to 30 months in prison under federal sentencing guidelines.
